The jPdl XML reader does not detect the character encoding specified in the 'encoding' attribute of the XML declaration.

ex. <?xml version="1.0" encoding="Shift_JIS" ?>

ProcessDefinition has several methods to parse XML in several formats but they seem to use the default encoding on a running JVM.
