Allow configurable option to filter out groups that should not be part of task service db

There is a need to distinguish between human task groups (HR, PM, etc) and the (web) application roles (analyst, admin, author, developer, etc) and to avoid clashing between these two human task service should be capable of filtering defined roles/groups to not insert them into task db.
