Migration input windows not copying files (jpdl or gpd) into input window

Selecting a file (gpd or jpdl) as input only puts the resource location in the select window, the display remains blank underneath. If you submit it has nothing to migrate. If you paste the various xml into the windows below the select field it works fine.
