ARJUNA016082 errors when starting a process instance if KJAR contains a start timer process

      When a KJAR contains a start-timer process and another process, starting thesecond  process via REST causes start timers to be re-initialized inside an active JTA transaction.
      This leads to ARJUNA012125 synchronization errors from Hibernate/JTA. This also causes start-timer initialization to run multiple times when a start-timer process exists in the same KJAR.
