Make the kieservice client timeout value configurable for Business central runtime capabilties

The timeout value for the kieservice client is hard coded in Business central, for example [1]

If the rest call, for example, starting a process, takes more than 1 min, the controller (business-central) receive the error "No available endpoints found".

We should make the timeout value configurable through a system property.
