Add LRU blacklist to BaseClassLoader/BaseClassLoaderDomain

JBPAPP-1474 was implemented for EAP 4 which added a limit to the size of the classloader blacklist, to prevent excessive memory usage when a large number of non-existant resources are looked up. EAP 5 needs an equivalent feature, so that the same problem does not occur.

The same scenario of creating a large number of WS Service objects causes the blacklist to fill up.
