Multiple SysV init script fixes needed

As the RHEV team has been performing some testing on our rpms, they have found some issues with the init script, and we should get them fixed. The following is what will be fixed:
1. report success on stopping a stopped service
2. report success on starting on an already started service
3. add loop for wait time in start if port is busy
4. check if process is running in status and stop even if pid file does not exist.
