A system which would aggregate and track versions of dependencies of various projects/products versions,
and identify collisions before the productization phase.

The main idea is that before/when upgrading, the responsible person would add a reason.
When two components versions would collide (e.g. upgraded to a version with a regression),
this information would be discussed within this web, so everyone could easily find this discussion/information later.

This system could also generate BOMs.
