Create PicketLink User Guide

The PicketLink User Guide is required for EAP 5. This guide is comprised of the PicketLink community guide.

The version of the community project to productize is PicketLink 2.0.0

This umbrella (parent) ticket contains sub-tasks relating to the User Guide creation.
