      If a wsdl part contained a header with partIndex 0, the JAX-WS runtime threw an IllegalArgumentException due to an incorrect number of arguments in the dispatch/provider service. With this update the arguments are checked and added to the argument list as expected.

      Can this fix be applied to 3.1.2.SP for the next EAP release.
