JBossTS has error handling for resource manager failure during the prepare phase of a transaction commit. This code includes unduly pessimistic treatment necessary to deal with previously non spec compliant resource manager implementations. Since all currently supported resource managers behave in a spec compliant fashion, the error handling code needs updating. This will increase spec compliance and reduce the situations in which we generate transaction heuristics. See issue-tracker #158444
