For 4.3.0.RC1 we are patching JBC 1.4.1.SP7 in order to fix JBPAPP-454. For GA we should move to a tagged JBC release that's been through the normal QE process for JBC.

(Note that the JBC release doesn't have to be a community release if the JBC leads don't want to release it to community.)
