Need DocBook XML equivalent for the installer's readme.html

(Converted to subtask, as it should have been in the first place.)

It would really help if someone could put together a DocBook XML equivalent for the readme.html inside the tar file. (That way I can extract the real text into Gettext form for translation, and put it back afterwards.)

I could probably muddle my way through creating a DocBook file with a heading, one paragraph and a link, but I wouldn't know how to get the style right. We seem to have lost the original XML for that file, but it looks like it might be based on a standard template.

Don't worry about the exact link for the release notes, I can change that.
