Shortcuts for demo applications are missing if English is not used (Windows)

Shortcuts for demo applications are not created on windows once user use different language than English for installation.

Reproduce:
- run default installation using German (shortcuts are installed by default)
- check 'JBoss Plattform' in Start menu program groups

Actual:
shortcuts for demo applications (2x - deploy, 2x - run) are missing

Expected:
all shortcuts are created
- 6x server start
- server stop
- uninstall
- documentation
- 2x server management
- 4x demo applications
