We need to have PicketLink upgraded to version 2.1.10 as it contains a feature completed in ~~PLINK-316~~ - which is to create a pool of PicketLink STS clients to improve the performance of login modules.

There are issue links for the issues that have been completed and are now in the code-base. These are all actually completed even though JIRA marks them as incomplete. (I presume that it's due to BZ referencing)
