Update TP to use m2e-core 0.13 RC2 and corresponding m2e-wtp version

      We should be able to build the JBT maven integration against the latest m2e 0.13.0 M7, which hopefully is stabilized.
      That mean use the latest version available under http://download.eclipse.org/technology/m2e/updates/M/

      For m2e-wtp, we can use https://repository.sonatype.org/content/sites/forge-sites/m2eclipse-wtp/0.13.0/N/0.13.0.201105020712/ as a reference, it's compatible with m2e-core 0.13.0 M7
