Install flash plugin message appears in VPE if on page used flash references. So this message shouldn't appear.

Steps to reproduce:

1. Remove Flash plugin from your system (if you have any)
2. Open attached example.html in VPE
3. Click on the <embed> tag representation in the visual part

Actual result:
The install flash plugin message appears (dialog.png).

Expected result:
Error message is not shown.
