Reduce initial workspace size

      After starting JBT/JBDS on new workspace, initial size of workspace metatdata is 24M. Initial size of workspace without JBT/JBDS is about 200K. Main amount of this space is taken by JSF and Struts related project templates. I don't think copying these files into every workspace is a suitable approach.
