Because the defaults for servers are now handled at the aPI level instead of in UI the automatic runtime setup is "breaking" since Windows XP will not work with spaces in the path and the automatic setup were before setting up the server to use a specific deploy directory without setting the type resulting in the server to be setup for workspace deployment where we need it to be server default until we fix the space issue.
