This was not a requirement before Build #21 (Nov 26, 2010 10:19:17 PM):

But has been failing since then. Need to track down which plugin(s) and/or feature(s) depend on this specific version of the plugin, and fix that manifest so it can use [3.6.0,3.7.0) instead.
