When started newly installed tools for the first time, usage plugin used to ask user if I wanted to report usage. This does not happen anymore.
After first run (when tools does not ask) file <eclipse_install>/configuration/.settings/org.jboss.tools.usage.prefs does not exist. It gets created after I go to Preferences and enable reporting by hand.

Expected behavior:
1. install tools on top of clean eclipse
2. start it
3. tools must ask you, if you want to enable usage reporting
