Enable drools runtime initialization

      I ve commented all references to drools ide in runtimes sources to get build working.

      After JBIDE-4164 is fixed all we need to do are:

      • Uncomment drools related code in JBossRuntimeStartup class
      • add drools back to dependencies of runtime plugin
      • enable drools builder in build
