Add tools button doesn't work

      2. Click on "Add tools" button (tools icon)

    Description

      Description of problem:

      The "Add tools" button in central doesn't do anything. On click it should switch from tab item "Getting Started" to tab item "Software/Update", however the tab item "Software/Update" is missing. Tested on Eclipse JEE 2023-06 M2.
