Steps to Reproduce:

Hide

1. Download Eclipse from: https://www.eclipse.org/downloads/packages/release/2023-03/m3/eclipse-ide-enterprise-java-and-web-developers
2. Install JBT from: https://download.jboss.org/jbosstools/photon/staging/updates/
3. Download eap from: http://download-node-02.eng.bos.redhat.com/released/jboss/eap7/7.4.9/
4. Create new server based on downloaded eap
5. Select JavaSE-17 (check if java17 is in Environments)
6. Finish
7. Start server -> Error, server is not started (see logs file)

Eap 7.4.0 works with java11 and 17, but eap 7.4.8 and 7.4.9 can be started only with java11.
