Telemetry consent is not respected when starting CRC together with setting CRC up

Description of problem:

Telemetry consent for CRC is not respected. I guess that api changed. User is asked again in Eclipse terminal to provide a consent.

Prerequisites (if any, like setup, operators/versions):

CRC 2.10.2, eclipse 2022-12 M2 + JBT 4.26.0.AM1

Steps to Reproduce

1. Create New CRC server
2. Remove ~/.crc
3. Start CRC
4. Dialog asking about CRC setup and telemetry consent checkbox is opened
5. Uncheck the telemetry acceptance, let the CRC to be setted up.

Actual results:

User is again asked about telemetry consent in terminal

Expected results:

User resolution is accepted and propagated into CRC correctly.
