Sunset builds and releng jobs

      As CodeReadyStudio is going to sunset soon, we should take actions on the jenkins jobs :

      • disable product job and downstream related jobs
      • disable/update QE related jobs to not use anymore devstudio ( related to JBIDE-28373 )
      • update releng scripts to deprecate/remove any devstudio related actions
