ODO Operator backend services: does not show any error when there is no operator installed on cluster

      1. Create connection to Openshift cluster and create project and app there
      2. Right click on App: New -> Service
      3. When there is no operator installed on cluster/namespace no error is shown
      Expected: some error dialog with message: You do not have any installed operator!
