CRC 1.28.0 setup on windows and mac does not provide bin/oc anymore and prevent CRC tooling to start

      1. Download and extract/install CRC 1.28.0 on windows
      2. Create CRC server adapter
      3. Perform crc setup
      4. Start CRC server adapter
      5. ASSERT: Adapter is starting and started eventually
      Actual result: warning is showed, saying that you need to initialize crc first, which one just did. So it leads to a dead lock.

      On windows and mac OS, crc setup since 1.28.0 does not create/extract bin folder and underlying oc binary in CRC home folder and so the Studio tooling fails to start crc. It says you must setup crc first, but it is done already from user point.

      We need to find a way how to check crc has been initialized reliably and consistently on all platforms.
