Differentitate between snapshot and stable build in RSP-server

RSP-server only uses snapshot builds. Add the ability to create a stable release from the build pipeline:

• add a switch to choose whether to run snapshot (default) or release
• on release, promote the build artifacts to a stable location
• add a '-latest' symlink to the upload location pointing to the latest uploaded build
