Set up new Jenkins on PSI with use of JCasC

Description

    Prepare new jenkins instance to accommodate JCasC configuration for CodeReady Studio team needs. Information can be found here [1]

    • Request instance on PSI
    • Change settings to our repo
    • Push credentials
    • Define templates for jenkins slaves - rhel
    • Connect to openstack
    • Allow connectivity of gitlab repo using token
    • test configuration job is operational and passing - studio-cci-config-test-rhel
    • rhel machine can connect
    • win machines can connect - will have its own jira
