Application Wizard: Prompt to create a new project if there is none is not shown

      ASSERT: Have an OpenShift 3 connection without any projects on it.
      EXEC: Open New OpenShift Application wizard on the connection (no matter which way - OpenShift Explorer/Shell menu/Central).

      RESULT: There is no prompt and wizard is opened with empty combo box for a project.
      EXPECTED RESULT: There is shown a New Project dialog on top of New OpenShift Application wizard to create a new project.

    Description

      When I have an OpenShift 3 connection without any projects on it, there was a prompt to create a new project (New Project dialog has been opened upon opening of New OpenShift Application wizard). Now when I open a New OpenShift Application Wizard on a connection without any project there is no prompt to create it.
