Template are not displayed in property views for an Openshift project

Server template are not displayed in a specific tab for an Openshift project. This would be useful mainly for editing or creating new templates.

ASSERT: deploy an Openshift resource file containing a template (like quickstart-template.json)
ASSERT: make sure the Properties editor is opened
EXEC: select in the Openshift explorer the Openshift project where you deployed the previous resource
ASSERT: the Properties editor has no Templates tab
