Wrong Block Format value in VPE in some case.

Steps:
1. EXECUTE: Open some jsp or xhtml file
2. EXECUTE: Insert following code:
<a4j:commandLink >
Hello
</a4j:commandLink>
3. EXECUTE: Point cursor at <a4j:commandLink > line
4. ASSERT: Block Format combo box available in VPE
5. EXECUTE: Change block format value in VPE (Heading 1 e.g.) and point cursor at <a4j:commandLink > line again
6. FAILURE: Block Format combo box has Normal value instead of Heading 1
