BIRT doesn't have a Luna M7 compatible delivery

Birt didn't provide a contribution that is compatible with Luna M7. Previous version of Birt (M6) doesn't work because of ICU incompatibility. As a consequence, it's not part of Luna M7 and we don't have a way to include it in out Luna-M7-based target-platform.

Current program:

1. Provide a 4.40.Beta2-SNAPSHOT target platform that doesn't include Birt.
2. Get all components (except Birt) to test this target-platform
3. When ready to merge this TP, remove (comment) Birt from aggregate category.xml file
4. Push TP change so CI starts building using the new TP
5. Whenever Birt is back in, re-enable it in TP and then in aggregator.
