jQuery Mobile Palette wizards should not add jQM libs references to the html page if the libs are loaded by Modernizr.load()

      1. Create jboss-as-kitchensink-html5-mobile project from Central.
      2. Open index.html
      3. Try to DnD any jQuery Mobile widget from Palette.
      4. This wizard will add jQuery/jQuery Mobile lib references to <head> which is wrong since these libs are loaded by Modernizr.load()
