Wrong link to JAX-RS Validation preferences from problem quick fix.

      The "Configure Problem Severity" link in the quick fix proposals is wrong fro 2 reasons:

      • missing description of the problem (only displays '')
      • clicking on the link opens a filtered preferences page at the 'JAX-RS' level instead of the 'JAX-RS Validation' pages.
