Disable runtimes swtbot test plugin

The swtbot test in runtimes (org.jboss.tools.runtime.as.ui.bot.test) has several problems.

1) It is improperly named. It is not just testing "as", it is also testing seam.
2) It is an all-encompassing UI test.
3) It is preventing the pushdown of runtimes from a top-level component to a low-level component. It's implied dependencies make the move impossible
4) As per max, QE has been instructed to find a new location for their swtbot tests.

This plugin will be disabled immediately.
