Remove deps on requirements/ folder on job where it's not useful

    Description

      In order to prevent change on requirements/ to trigger builds on jobs that do not use requirements/ folder, we should remove this SVN dependency on modules where it's not accurate.

      Affected module, no requirements.properties found but requirements/ in job (before JBIDE-11714)
