Internationalization Messages In The ModeShape Tools REST Plugin No Longer Working

Internationalization is no longer working in the org.jboss.tools.modeshape.rest plugin. This plugin was using the i18n framework from the ModeShape project. Something must've changed in the framework. This would be a good time to convert over to using the OSGI framework provided by Eclipse.
