Unable to create new server runtime in "New BPEL Project" wizard

    Description

      During creating a new BPEL project using a wizard there is an option for creating new server runtime.
      But there are two problems:

      1. The list of types of runtime enviroment is empty
      2. After checking "Create a new local server", this label with checkbox disappear
