Passing job definition content when restarting a job execution

    Description

      when restarting a failed or stopped job execution that was started from submitting job definition content, the job definition may not be available when performing restart operation. This can happen due to long period of inactivity, or server restart. So in these cases, need to pass job definition content when restarting.
