Implement ThreadPartitionHandler as the default PartitionHandler

    Description

      Implementations of PartitionManager are searched with ServiceLoader, and if none is found, ThreadPartitionManager should be used as the default one. It should implement the standard partition execution logic running each chunk partition in its own thread.
