When a job listener is not found and the batch fails to start, we cannot detect the error using Batch API.

      Catch exceptions during job listener creation, and set the job batch status to FAILED; and also set the exit status to the exception message to convey the error to the client. Since the error occurs during job listener creation, no job listeners will be invoked after the error.
