[7.0] Messaging Documentation - Add note that clustered message grouping is technical preview

    Description

      After discussion with dev, qe and gss we decided to mark Clustered Message Grouping feature as technical preview. Could we add a note with this information to paragraph [1] in Configuring Messaging guide.
