Issue description:
Both documents contain information about logging:
Chapter 12. Logging with JBoss EAP
Chapter 4. Logging for Developers
Chapter 5. Internationalization and Localization

Some of the development content is included in configuration guide and vice versa. In addition, Internationalization and localization should be included under logging.

Suggestion for improvement:
Reorganize the 3 above mentioned chapters in Configuration Guide and Development Guide. Some more details can be found in JBEAP-4025.

The purpose of this issue is to discuss and agree on the best structure of logging related chapters.
