Artifacts missing from the staging Maven repo used by the 7.1.x-develop branch

We need a 7.1.0.SNAPSHOT version of the <version.jboss.bom.eap> BOM in the staging repository for the following:

trepel informed me that there is a jboss-jstl-api_1.2_spec artifact artifact in the 7.1.x-develop `spring-greeter` quickstart that is wrong. He said the 7.1.x product branch is fine though.

I checked and I now remember that fkujikis_jira applied a commit [1] directly to the 7.1.x branch and when I tried to cherry-pick it back to the 7.1..x-develop branch, the build failed because the artifacts are not in the staging repo
