Move Apache JBCS documentation out from the EAP to the JWS repository

nziakova@redhat.com mentioned a while ago that a separate QE team reviews the Apache HTTP Server Installation Guide and Apache HTTP Server 2.4 Release Notes documents. She asked if we could move them to a separate repository.

• The topics in these guides are not shared with any EAP content.
• The JWS team mainly handles this content as is almost identical to JWS and will replace the httpd in JWS eventually, too.
• We should probably move this content to a repository under the JWS group: https://gitlab.cee.redhat.com/groups/red-hat-jboss-web-server-documentation
