Problem
When argument '--redeploy-affected' is not specified in commands where deployments are specified,
user is not informed that the changes will take effect when deployments will be redeployed.
Example:
deployment-overlay add --name=my-overlay --content=index.html=/tmp/index.html --deployments=my-war.war
Proposed solution
When command affecting deployments is executed and argument '--redeploy-affected' is not given
print message that the redeployment is needed to changes take effect.
