One long standing problem has been that SSL configuration is not
consistent across subsystems or with domain management. As the
configuration is not consistent the code initialising the SSLContexts
based on the configuration is also repeated everywhere, which means they
all need to be maintained independently. (Engineering reports that this applied to inbound connections but it should also apply to outbound connection)
