Completely missing localization of Tour wizard for fr, es, pt, ja, zh locales

    Description

      Tour wizard intended to be the entry point for new users can be accessed from Web Console home page (in english localization by clicking 'Take a tour' link).
      Localization can be changed using Settings link in the footer of web console.
      Localization sources for this wizard can be found in https://github.com/hal/guided-tour/tree/master/tour/locales
